Points Game For Peeps Under 1000

I dont know if it would be possible but could we have a points only game for people with 1000 points or less, this could be say 2 or 3 times a day and if you have more than 1000 you wont be able to buy tickets. the same as you cant buy if you dont have enough points. Just an idea what do you think folks.
